
Karl-heinz hofmann the waste management department with its wide range of services does excellent work. This was confirmed by committee members as well as district administrator klaus loffler at the meeting of the waste management and environment committee on tuesday at the district office. Loffler emphasized the burger-friendly service and the resulting harmonious logistics in the bring-and-collect system for the various types of gauze.
The complexity of the gauze system was demonstrated by susanne knauer-marx, thomas mattes and ines pfadenhauer. This ranges from public relations work with a lot of information for the citizen to the management of recycling centers, composting sites and construction waste landfills to the complicated calculation of costs.
Important topics such as the waste management report 2018 with waste balance sheet and operating accounts as well as the acceptance of the landscape conservation association frankenwald for the district of kronach were discussed and decided upon.
Focus on waste prevention
Managing director dietrich forster named some of the many measures, ranging from tree care to grazing and debris removal (about 92,000 euros) to meadow mowing (about 55,000 euros), to name but a few. 280,000 euros have been budgeted for this in 2019. Only those waste removal operations were carried out for which a state subsidy is granted or has been promised.
At the beginning of the waste report, thomas mattes stated that the focus was on customer service and the responsible handling of the burgers’ waste fees. In addition to waste disposal and recycling, one focus is also on waste prevention.
The total volume of waste is estimated at 36,800 tons. Of this, the volume of recyclable material is around 23,100 tons, plus slag and metal 3200 tons. The utilization rate is 71 percent and shows a good result in the bavarian comparison.
Household waste (12,100 tons) and bulky waste (1,600) make up the remaining waste volume of 13,700 tons.
Mattes also sees waste disposal as part of environmental protection and regrets that, despite this good result, there is still too much talk and too little action in the district of kronach. As an example, he said that the ban on plastic had been discussed 30 years ago, and only now is it being tackled again.
Here the district administrator intervened and stated "that of course every individual has to make a personal contribution if we want to improve the environment". He wished for more sense of responsibility.
Reserves are exhausted
During the financial report, susanne knauer-marx stated that the reserves, as previously calculated, had been used up. Therefore, at the beginning of 2019, the fees have been adjusted. The recalculation of fees was linked to the goal of fee stability until 2021, he said. In the interest of the association’s members, the incineration fees, one of the main cost factors, have also been calculated by the waste management association in northwest upper franconia with a stability of at least four years.
Knauer-marx does not, however, leave factors of uncertainty unmentioned. Due to developments in the waste market (lack of facilities, capacity problems, higher technical and professional requirements for the facilities), low recycling yields and rising recycling and disposal costs are to be expected.
The billing of waste paper recycling proved to be a sensitive issue. The dispute has been going on for months between the operators of the dual systems and the members of the waste management association in northwest upper franconia (city and county of coburg, counties of kronach and lichtenfels). The district of kulmbach has therefore also joined a sorting analysis. The accounting bases after the analysis had been presented to the operators of the dual systems.
Not even an answer received
"Unfortunately, our settlement proposals were rejected", reported knauer-marx. "We did not even receive a reply to a further letter." The county had a right to its demands, which were probably around 200,000 euros per year.
The district administrator was disgusted: "we are acting according to the law, and no one is talking to us!" It is not only justified but absolutely necessary for the municipalities to assert their own claims and to actively shape the negotiation process with the dual systems.
Bernd liebhardt (CSU) called it an enrichment of the dual system that bordered on fraud: "we should put our demands in account."
District administrator loffler intends to present the results of the negotiations at a meeting of the district council on monday, 3. June, let the approach be tested.
The committee’s resolution states: "the waste management and environmental committee expresses its displeasure at the lack of cooperation and willingness to negotiate on the part of the relevant dual systems and its criticism of the relevant provisions of the packaging law."
Knauer-marx added that it was to be hoped that the negotiations with the dual systems concerning the joint use agreements and fees would come to a good end in the foreseeable future. The revenues to be generated ultimately benefited the fee payers.
